You might want to take a look at the Virginia Emigrants to Liberia Project website:

Between 1820 to 1865 3,700 African Americans sailed from Virignia to Liberia.

There is a database at the website, you can search by surname, first name, county from Va. I did not see the surname HORACE, however there were a number of emigrants from Culpepper County listed.

There is also a book An African Republic Black and White Virginians in the Making of Liberia by Marie Tyler McGraw. Univeristy of NC Press. 2007, which might be of interest.
