Cesar was born about 1840 and birth records weren't very common for anyone back then and being a former slave complicates things even more. I haven't researched in the Madison Parish area before but I checked the Cesar's census records and Mississippi is listed as Cesar's birth state in the 1870, 1880, 1900 and 1920 census's. Only in the 1910 census is Cesar's birth state listed as South Carolina. Madison Parish is just across the river from Mississippi. Vicksburg, MS is listed as the post office for Warren Parish. For now, I would think you would be safe in using Mississippi as Cesar's birth state just due to the perponderance of evidence that points to Mississippi. To be safe you could couch your words by saying something like "Cesar was most likely born in Mississippi".
