On Page 86 of the report Brown states:

•dedicate particular attention to the recruit-
ment of students from Africa and the West Indies,
the historic points of origin and destination for
most of the people carried on Rhode Island slave
ships;

Indeed the smallest number of slaves were shipped to North America...the largest to Brazil and the West Indies. Indeed our ancestors came from Africa.(Many descendants of the slavers in Africa have apologized for their ancestor's equal complcity in the slave trade)

But it's quite a stretch to accept Brown's policy to "dedicate particular attention to the recruitment of students from Africa and the West Indies"

Too much mea culpa and not enough of a reality check for the plight of African American students.

Like many of us, some of my ancestors were from the Caribbean and Latin America. That doesn't change my opinion that that this objective is puzzling and even more...divisive.
