Washington, D.C. Black Laws

Did Washington, D.C., law prohibit marriage between races during the years 1870 and 1940?

My great-grandparents, one Irish, the other mulatto, had four children, were friendly (according to their children) and were not estranged, but always lived in separate homes. They lived in Virginia (which I KNOW had such laws) and in D.C.

Did D.C. have black laws similar to Virginia during those years? I'm wondering if that is why they always lived separately.
