I've also seen it happening many times. As someone else commented, sometimes one of the households included an additional person, or his name may have been scratched out. Looking at the pages, I noted that they were sometimes done several days, or even weeks, apart. It proved very helpful because I later found some of the names listed in the Mortality Schedule for that Census year and I realized that the additional person had died recently. Having that person's name included with his family on the 1880 census page made it easy to confirm that "John Smith" age 3, who died in May 1880 was part of the family I am researching.
