Query Regarding Ethnicity

Dear World Genealogists:

Below is a query posted on the Writers Forum regarding the ethnicity of the legendary Puerto Rican, Arturo Schomburg. The internationally recognized archives for African American research in Harlem are named in his memory. Please note that in my response to this query, I mentioned that Puerto Ricans are American citizens. A business colleague and Puerto Rican historian read my response and clarified the year in which Puerto Ricans became American citizens. Ms. Vazquez wrote, "My comment is that Arturo was not born a US Citizen. Puerto Ricans were granted citizenship in 1917 as a result of the Jones Act."

I can't understand why Arturo is constanly identified as Puerto Rican, because he was born there? His mother was African his father was German, how do you get Puerto Rican from that? Are we talking citizenship or heritage? If I have a black parent and a white one and they are living in Japan when I'm born, does that make me Japanese?
