Manesseh Cutler, father of Ephraim Cutler, was co-author of the Ordinance of 1787. Article 6 in the Ordinance of 1787 prohibited slavery in the Northwest Territory. (Yes I know Article 6 also specified that "those owing service" i.e. slaves, would be returned to whom they owed service, i.e. slave owners.

In 1806 Judge Ephraim Cutler founded an Underground Railroad Station at Constitution, Washington County, Ohio, acros the Ohio River from Wood County, (West) Virginia.

Judge Cutler had previously founded a community in present day Athens, County, Ohio named Amesville, that also became an Underground Railroad Station.

I believe Constitution was the first Underground Railroad Station along the Ohio River!
