Very often, many of the problems that we encounter with our computers and on the Internet can be directly attributed to the way we have our software configured. Also, because Pop-UP Blockers (and web browsers) are manufactured by several different companies, and have their own special configuration settings, it's hard to say exactly why some people experience the problems that they do without actually seeing their problem for yourself.
First, one needs to make sure that the pop-up blocker that they are using is "On" and set to the level of blocking that they want. As with all software, the manufacturers "default" configuration settings may not be what you want or need. And, lest we forget, keeping your software up-to-date is critical! The Internet is ever-evolving, and the manufacturers updates are the only real way to keep your system functioning smoothly.
Always use the "Help" files that come with your software whenever you run into a problem. Often, the Help files have the solution.
I don't expect that this response to your question will magically fix your problem, but these things should be the first approach that you try before going elsewhere. Everyone's computer is configured a little differently than everyone else's, and it's really difficult to fix problems without detailed dialogue with that person.
