You are so correct. Here is what happened -
I clicked on "Search" at the upper top portion of the page to do a search.

On the search page, I clicked on -
"Go to the Card Catalog"

When the card catalog appeared, I went to the box that says "Keyword(s)" and typed in North Carolina.

I got a listing of 8,851 databases.

I had to go back to "Keyword(s) and type in more information about what I am seeking. I guess I have to be more specific.
