What about Florida State Census records?
Have you found other records, like marriage, death? Did he have any known siblings?

There are Florida researchers here, that may be able to give you some additional help, however I found a death record for a Jesse Bailey on familysearch.

spouse: Mary Bailey (still living?)
Also gives street address, residence and cemetery.
Mother's name was given as Winnie Hopkins
Father's name was not given.
The actual death certificate MAY also have the name of the informant.
