[TN] Buford Spikes-1919 Marriage

I am having no luck here so I am asking for help. For a long time I have been trying to find something on the census other than a 1900 Census in Tipton, Tn. for Ellen Ragland. Her sister Paralee/Parlee Ragland was my grgrandmother. From 1900 forward there has been nothing. Today I decided to see if the Tenn. Marriage records had anything for a Ellen, colored. I found Ellen Ragland married to Buford Spikes 1919 Shelby. Maybe it's her but I would like to find something on the census with Buford and Ellen in a household to confirm this. Can you help me.
1. I have also read on the marriage certificate where $1250 had to be paid to bind them together. Why? Can you explain this to me. I know my people did not have that kind of cash lying around. And if they did, why bother to get married. Keep the money, live together, move to another state as husband and wife. That's what many did then and even now. In fact I'm sure a lot of 'colored people didn't have that kind of money in that era to get married.
2. Where did Buford Spikes come from? What state?
3. What am I doing wrong that I can't seem to find them anywhere?
