Need help searching for my grandfather L.T. Townsend. 'L' may stand for Lenard/Lenord, and may be spelled Leonard, etc.

I was told:
He was abt. 21 at the time of my mother's birth, which puts him before 1930, but I cannot find him in the 1930 census.

He was born "out east", "east" being east of Arizona, in the area of Oklahoma. So it could be Oklahoma, Arkansas, Texas, Missouri, Kansas, or Louisana.

He and his parents lived in Bakersfield County, California (which is in Kerns County) in 1948.

Would like to know if there are any records available for CA from the 1940s, any that I can search through or order.
