You should consider the possibility that your ancestor never joined a GAR post. Below is a link to some research relating to GAR's in PA. Uriah Wise is not amongst those listed. Have you combed through the property tax lists for every year in which the family resided in Chambersburg? To pinpoint Uriah's death date, you should look for probate records to determine when his wife inherited/came into possession of the home. This will at least narrow down the date of death. Also, there should be a progression or change in the name of who paid taxes on the property during the decade in questions (1900-1910). Did the 1890 census provide an address for Uriah Wise? How about his veteran neighbors? This would help you to determine if it was the same man. You should check deeds to determine when he purchased his house, and when it was sold (if it isn't still in your family's possession). If the house was sold, the history of title transfer may be included in it. Have you looked at any of the pension files for soldiers identified? It seems as if you have reached a point where you need to comb through local town/county records to get a better handle on your ancestor.
