Have you contacted the Virginia Department of Historic Resources? If not, phone or write them and tell them that you want location of historic marker for:

John Mitchell, Jr., "Fighting Editor," SA-73, City of Richmond. I assume the City of Richmond paid for it or the marker will be placed in or near the City of Richmond(?).
