I am not sure how the levels of government ( Federal and City governemts) are set-up but I am wondering where I might find a Washington city library ( if the Federal and City libraries are a separate enities), which might carry an obituary for a relative?

I have the death certificate but I don't have the obituary. The obituary may have been printed in April of 1993? I also looked up maps of D.C. but I am not sure of the locations of Eads Street., N.E. nor H.S. Washington & Sons, Inc ( a funeral home) at 4925 Burroughs Avenue, N.E..
