[PA] Where are Holmesburg Prison records?

Has anyone worked with records of inmates of Holmesburg Prison, in or near Philadelphia? Are these records collected in an archive? If so, where would I find the prison records? Because of its scandalous history, as well as its age and decrepitude, the prison was shut down. Many of its inmates were African American men.

I'm looking for records of Reuben Strange, laborer, and William Strange, fireman, who were Holmesburg inmates in 1900, according to federal census. I believe the two young men were cousins. Probably both were descendants or relatives of Richard and Sarah Strange who were free African Americans living in Winchester, Frederick County, VA (1850-70). They may also be related to Josephine Rector of Warrenton, Fauquier County, Virginia (1870).
