Joseph, I found that my Vance changed their surname. I never would have found them if I hadn't posted a lookup request for the county, city and state. Just so happen someone had family in that community and the names posted in the Vance family unit in the 1900-1920 name completely changed. She found them by the 1st names and year born. So maybe that's why your Frank Vance is "MIA". I know you have done a lot of homework on this but you never know. My VANCE surnames changed to Pinckston-Pinkney last so far is Pinckney.
