I'd say go to the senior family members and explain to them that you need their help. Explain to them that while they enjoy themselves at the reunion that once they're gone to their rewards ... your family reunion is going to die out because it's just them.
Do you have a Family Directory? Do you know who has kids and who doesn't? How about a letter to each senior family member that usually attends asking them to make a list of all the young people that descend from them. Whoever the next Host is might have to take a hit but the rewards of the bigger picture would be wonderful.
Price the reunion for the young folks. Find out who has really popular kids in the family and recruit them to help you recruit their counterparts. Place three or four of them on the Reunion Committee and explain that we must have a Picnic, we must attend a worship service as a family but that you want them to plan the entertainment for the Picnic and come up with an additional event that will entice their age groups to attend.
Give them ownership, to a degree of course, of the Reunion and stress to them that they're the future and you need them. Remember when Grandma used to make us feel important when she asked us to do something for younger sibblings and how 'grown up' that made us feel? It still works.
Why not even ask them to design the reunion t-shirt? The young people are very talented, recruit them and you'll inspire them.
