Help!

I have mentioned previously that are family is planning a reunion and we are new to this.
We have to find a way to charge the family.
We can't figure it out.
We are doing a fundraiser to cut some upfront cost.
But we are doing it kinda small....picnic,and banquet.
We will be having tee shirts. And a bus to the picnic.

It your past experiences does it work to do...
1. family packages where the number of family members already has a set amount to pay.
2. pay by itemization....picnic cost X amount per person, banquet cost X amount per person.....added all together is the total cost per person by age... children may be less than adults for banquet....
3. X amount per person regardless.

I guess my real question is two part.. 1. how should prices be decided and 2. how should prices be charged

the reunion is being held in philadelphia, no hotel included and approx 75-100 attendees.
