I'm sorry, but I've got to put MY two cents in, too. If other family members who paid to participate in the reunion see local familiy members just handing out T-shirts or nursing the dessert and registration tables and still eating, well...I know what I'D think.
Not fair. It's not a family FREE-union. Reunions cost $$$$ to put together. No getting around it.

You have a kind, sweet heart to think that way, just let them hand out prizes or something. Heck, homeless people do that sort of thing. Are the local family members homeless?
