I don't think that it's tacky. You are trying to keep the cost down, since they don't want to pay anyway. One year when we were in Texas, on Sunday after the family church service we were invited to join the family at Ruby Tuesday's for lunch on your own. Just about everyone that didn't have early travel plans went (although not everyone attended church), but no one complained. They knew that another meal provided by the committee would make our fees higher.
