Well, I don't think you'll ever get rid of late-comers, schemers and other problem people, unfortunately. It comes with the territory, but you can do several things to stymie them.
Part of our strategy in dealing with procrastinators was to offer an "early bird" registration fee and set a firm deadline for payment (usually a month ahead). Anyone who registered after that date was charged a "standard" registration fee which was an additional $15 per person. Of course, this was just a late fee in disguise, but people liked the idea that they were early birds. That way we got the vast majority of people to pay ahead of time, which also helped us with planning. Of course, I had a couple of people ask for exceptions at the last minute, but I was able to cite the reunion committee's policy prohibiting exceptions. (evil grin) You may also want to offer an early bird prize for the first person (or five people) who register for your reunion and create a competition to encourage early registration.
Another policy we implemented was that no one who owed a balance from any previous reunion could register for our current reunion without taking care of that debt first. That was very helpful.
