My two families gave out reunion scholarships and one of the requirements was that they completed the application, submit an essay, and transcript, but most important the winner must be "present" to receive it. Our biggest problem was that they waited until the last minute and was working on essays during the reunion! The criteria was set by the Scholarship committee and doing the research with other families, we saw that all family scholarships require that you be present at the reunion. Frankly, I don't think that it was a lot to ask. I would incorporate that in the requirements.
