I heartily agree with Lynne & Melvin. I don't think there's a single reunion planner out there who hasn't had to work around the exact situations you're experiencing. The key is to stay focused on having a great time! Sounds like you've done a great job, so relax and enjoy!
If some people don't attend, it's their loss, not yours. We have a situation with all of the descendants of one of my great-uncles. NONE of them has EVER attended a reunion. It's as though that whole line of relatives got together and decided they just can't be bothered with the rest of the family. It's hard not to be offended by that, but we just keep on keepin' on and we've had some of the most amazing reunions. As my mom says, there ain't no flies on us! I can't imagine why they would turn their noses up, especially since several of these family members have to look my mom in the face on an almost daily basis. They didn't even want to give me information for the family tree! I'm so proud of what we've been able to do and it's a real shame that this branch of the family won't participate, but hey - we're headed to Nassau in 13 days and a few hundred Allen descendants will gather together with or without them. Their loss. (shrug)
And believe me, there will be a flurry of last-minute people registering for your reunion. Most of them will be calling to ask whether you can give them a break and not charge them the late fee! Seriously, I've found that some people wait to see who else is attending, or they wait because they have other financial committments. I'm sure you'll have a great crowd of truly committed relatives who really care about each other and their family. I hope you all enjoy yourselves tremendously.
