Reconstruction ends and Blacks flee the South
By 1876, the nation was divided again on the issue of states rights versus the rights of the federal government. The Republicans and the Democrats differed significantly on their beliefs. However, with the large number of Black voters, the Republicans had the majority, or so it seemed. Democrats realized that the outcome of the election between Rutherford Hayes and Samuel Tilden hinged on Black turnout. They were determined to stop Blacks from voting for Tilden, and that is exactly what was accomplished. Many Blacks were intimidated and would not vote. The few that attempted were subjected to abuse. At the time, the voting booths were open and public. Klan members would stand by the voting booths and watch as persons cast their ballots. Republicans voting for Tilden were beaten and made to change their selection
