Wonderful idea!
What about the daughters of Reconstruction?

Does your idea include ALL descendants of those in the reconstruction states OR just those with direct involvement in the political or military take over? I was assuming you were restricting it to descendants of those African Americans who held a state or federal office during reconstruction. This is great, at least as a beginning.

And ... once this project is on the ground, why not expand it to include other southern states? There are those that may want to 'adopt' the other states, given the framework you plan to provide.
