Congress could not agree on the terms of Reconstruction. At first, they could not even agreed on the wording of the Reconstruction Act of 1867. A compromise resulted in a watered down bill, absent all the passion of the first proposal.
They DID agree on a few points:
(1) The division of the ex-confederacy into FIVE military groups. (VA, NC/SC, GA/AL/FL, MS/AR, and LA/TX).
