I have no "ideas" at this point, but I did want to commend you on your detailed tracking of the correspondence relating to the case of Lucinda White and her children thru the various Freedmen's Bureau offices. It is clear that former slaves turned to the Bureau to help in locating family members, that there was an attempt at least by some officials to aid in that effort.
I have been working on the VA FB RG 105 which are at least digitized and indexed by name, are these GA and SC also digitized or are you working from microfilm?
In the VA records like the records cited, there are gaps, missing letters, correspondence, but it does give you a clear picture of what was going on in the period between the end of the Civil War and the 1870 census.
I did notice that Lucinda is identified with the surname WHITE, that the children are identified as McDonald. Do you think that the FB Agent did that arbitrarily when he indentured them to Rev. McDonald?
