A bit more about this case...
In Response To: Scipio Stafford, Solomon Stephens -- Freedmen Bureau Records ()
Bureau R. F. & A. L.
Respectfully Forwarded to (illegible)
O. H. Howard
Office Agt R.F.& A.L.
Respectfully Reurned to Agent of Dougherty County with the information that I have investigated the within case and (illegible) Cipeo & his family was to receive only one hundred for the year as provem by the witness to the contract and it is further proven that Cipeo quit without cause and that when Cipeo went for the boy Mr. Stephens was not home and never made such threats as charged against him. Mr. Stephens says if the boy wants to go with Cipeo (his Step-Father) he can go but the boy says he will not go under any circumstances that his Father & mother both treat him imhuman & I have established the fact that the Mother agreed to let Mr. Stephens keep the boy. He is a cripple for life having his shoulder broke by his Step-Father. Andrew B. Clark
