Yes, the Freeman out of Indianapolis is a paper with a lot of social columns from all over the country. It is on GenealogyBank.com, spanning the years 1888-1916. I checked and it has some Oil City columns.

Two other sources with lots of Oil City columns are the Pittsburgh Courier & the Chicago Defender, neither of which is on GenealogyBank.
