I believe that is exactly what the notices are for. It appears that the petitioners wished the issuance of a birth certificate, where a certificate did not exist, or was lost or destroyed. The Court would direct such a notice be placed to give those who would object or could offer contrary evidence as to the date or place (or other circumstance) of birth, an opportunity to provide such information. This was required to circumvent possible fraud in the procuring of a birth certificate. As an attorney, I know that today, such notices are often required for change of name petitions. Generally, an amended or "delayed" birth certificate today can be requested through a State Health Department and not the Courts.
