The State Library of NC has the Proquest newspapers database, but we get this through NCLive which is a NC specific database that all North Carolinians have access to from all public libraries and some databases are accessible from home with a password from the local public library (each public library has its own password). In essence, ever single library in NC has this, but I think the newspapers are NC specific, not nationwide.
