Military Reference Question

Hello,
I was hoping to learn if there are records that I can check to find out more about my ancestor. He was a barber at Fort Sully in the Dakota Territory around 1871. By 1873 he was on his own in Bismarck running a barbershop. During the Fort Sully time, I am not sure if he was a contractor or a soldier who worked as a barber. Would there be records kept by the military of people who worked in the forts who might not have been enlisted? I have not been able to find him in any census before 1880. Since he said (in the 1880 census) that he was born in 1829 in Mass., I'm also wondering was there an age limit? Would he have been too old to be a solider at that time? Another problem in tracking him is that he went by two names William H. Comer and E.L. Comer. I have been lucky to find info about him in African Americans in North Dakota, but the book was very vague about whether he was in the army or an independent contractor. Is there a source I can check to see if he was a soldier? Any advice/suggestions would be appreciated.
