I got the same letter from the National Archives and wasn't sure what to do with it. But today I finally got my grandfather's death certificate from Pennsylvania and on the death certificate it asks if he was a veteran, which war and it listed his military serial number. The NARA form asks for that number, so see if it's on your ancestor's death certificate.
