() The man in your photo is most definitely wearing a uniform from the period of 1912 to 1924, and was likely a WW1 veteran. The birth date you mention would seem to confirm this. Are any numbers or letters visible on his collar discs? Also, Virginia has an index of WW1 veterans on the web where you may well be able to find him listed.
