I don't know the "why" this happen but I also received the same message when I was seeking pension records for Edward Bowie of the 58th Regiment, United States Colored Infantry. I followed their instructions and his records were eventually found at the Veterans Administration office in St. Louis, Missouri. Why the records were there, I don't know. It took over a year to receive his records. I hope your turnaround time is much shorter.
