Sorry I can't help with the 9th, but draft cards I can help with. What war are you interested in?

The NARA has microfilmed WWI draft cards and many of them are online, either through ancestry or rootsweb or other sources.

The original WWII cards for the 4th draft are at regional NARA centers. You can order an individual card (I think they are $10.00 each) or you can go to the center to look at the cards yourself.

There are lots of posts here on how to get draft cards, search for the word draft.

By the way, many Counties have military discharge papers in their Recorder of Deeds office. Search here for Discharge Papers.
