Had a similar experience. Was told by mail that the requested Civil War records did not exist. Sent them in again and got info on someone with the same name, same state but not the county of my ancestor. Went and filed a request in person with the info on the original request paper. Got the "no such document" on my ancestor. Yes, there is human error and mistakes. So just be persistent...
