Actually, this type of thing is not unusual at all. In mid-1918 (I don't remember the exact date off the top of my head) the draft registration age was raised to 45.
I have my great-grandfather's draft card from 1918. He was born in 1875 and had served in the Spanish-American War. Although he was 43 years old, and a veteran, he was required by law to register when the age was raised.
