He made the first report....
...before Congressmen Wade and Gooch arrived....before anyone else could "influence" what he wrote.

In the report he clearly states that there was NO surrender-
"...There never was a surrender of the fort, both officers and men declaring they never would surrender or ask for quarter..."

He mentions not a single atrocity.

Why?
