There is little research on a Freedmen's Bureau in West Florida. Unlike East and Middle Florida Coastal West Florida had few plantations. As a result, the slave population was significantly smaller. Therefore class (I guess you mean free vs. ex-slave) had little to do with the presence or absence of the Freedmen's Bureau.

It's an interesting topic to pursue but my original query was about the ex-slaves (from Alabama according to the Union diary) who were sent to New York. You've been very helpful in suggesting new avenues of Florida research.
