Correct me if I am wrong, but isn't this something that would be found in the Southern Claims Commission records? If he was a USCT soldier, he ran off and joined the Union Army. Then after the war, the citizens of the former Confederate states (and others) put in claims to be compensated for war losses, such as slaves, crops, horses, etc "appropriated" by the Union forces. This document in the pension file seems to be a copy of what she submitted to the Federal govt in connection to her claim against them.
I have recently been doing a lot of research in the congressional records, and I am sure I came across claims for compensation related to the Civil War in the indexes. I was using the indexes to the Serial Set, namely the CIS US Serial Set Index and the CIS US Congressional Committee Hearings Index (CIS stands for Congressional Information Service).
