I got my grandfather's WWI discharge papers by mail for free from the county where he registered them after he was discharged from the war. Each jurisdiction is going to have different laws about what can be disclosed. North Carolina may have more restrictive laws. Maybe you can go to www.RAOGK.com (random acts of genealogical kindness) and find someone in Kinston who can look up and copy his papers for you. Maybe someone at the local historical society can put you in touch with a local who would do it.
