From the Personal Property Tax Lists of Prince Edward County, 1782-1809 and 1809-1831, Library of Virginia microfilms 281 and 282:

It appears that the family descends from John Evans, born about 1739 (since he was exempt from taxation in 1799), a "Mulatto" taxable in the upper district of the county in Jethro Ferguson's household in 1788. John was taxable in his own household on a horse in 1788, taxable on his own tithe, the tithes of (his children?) John Evans, Jr., and Charles Evans in 1789; listed in the same district as the "free Mulatto" Dungee and Epperson families. Jonathan Evans was taxable in the same area in 1796. Phil Evans was taxable in Charles Evans' household in 1802, and "Mulattoes" Claiborne Evans, Daniel Evans, Charles Evans and Philip Evans were taxable in 1809.

Dennis Evans was a "free Negro above the age of 16" in the lower district of the county in 1815.
John Evans was probably the father or uncle of Alee Evans who married Benjamin Bartlett, 22 August 1782 Prince Edward County bond. Benjamin was called a "free Negro" in the tax lists.

Charles Evans bought for 50 pounds 118 acres on the waters of Ruff Creek from William Tyree on 16 June 1794 and John Evens bought for 50 pounds 119 acres on the waters of Ruff Creek from william Tyree on 16 June 1794 [Prince Edward County DB 10:156-7].
Charles (who was born before 1770), sold his land for 50 pounds on 20 July 1801 [DB 12:201].

I am not sure where this John Evans fits into the Evans family of Virginia and North Carolina--perhaps a brother of Charles(2) Evans or Philip(1) Evans who were born about the same time in the same general area.
