I see there's a "free Negro" man named Corporal who is listed in the 1807 through 1811 tax lists for Chesterfield County, listed with unnamed wife and children in 1811, but he would not have been taxable if he was 75 years old. In the lists for 1818-1825 there's a "Man of Color" George Corporal, a cooper, who was taxable in Chesterfield. And a Thomas Goode manumitted a "mulatto man" named George in Chesterfield County in 1803 [See the below link to slaves freed by deed in some Virginia counties]. There were none freed by deed in Chesterfield by Philip Goode before 1807. And there was no Philip Goode taxable in Chesterfield up until 1800.
