Janice, IMHO it would be safe to say that AA's listed in the 1860 US Census would be FPOC, but to say ALL AA's listed that Census year were FPOC would not acount for the "rare" incidences of enslaved AA's being counted as FPOC while living in other households.

A possible source could be FPOC registers in the county(s) where these folks may have been manumitted and/or resided prior to 1860.
