As far as the change in numbers between states (not just FL), it could be for a couple of reasons:

• Increase can be caused by a larger number of births than deaths
• Increase can be caused by newly freed slaves moving into the area
• Increase can be caused by migration into one state from another
• Decrease can be caused by more deaths than births
• Decrease can be caused by migration from that particular state into another
• No change in numbers could just be a balance of births, deaths, and migration

Of course there could be other factors, but those are the first that come to mind. And that is really true for any state for any demographic set (like women, men, all whites, etc.)
