I can't say I follow all of the issues you're raising here about the census records but it's not uncommon for individuals to be left out of the census in any given census year. Have you tried searching the 1860 census using HeritageQuest from your local public library ? HQ allows you to search on race for 1860. So you can find anyone listed as black, mulatto, etc in any county or state. As far as the 1830 census. That was done by Carter G. Woodson and I sure it was just getting a bunch of people in a room going thru the complete US census page by page followed by several checkers. The only place I know to find it online is at the NEGHS (you have to be a member).
