Order Books from Albemarle County, VA

In the last few days I received the Order Books from Albemarle County, Virginia hoping to find traces of Michael Goins/Going as I have found him in the 1828 Order Books in the aforementioned county. I don't remember where I read it but I thought I read that "free persons" of color "legally" and "normally" had to register every three years. Is that true? Again I read that "free persons" may have not registered every three years because they had papers from their previous registration. It that true as well?

I am wondering as I look at these records are there specific places within that I should pay strict attention too? So far, I mostly see court cases, motions and a list of who is suing whom with only a few cases of people swearing in as who they say they are.

I don't see a table of contents or index, just the records. I have the 1821-25 Order Books and I have to send them back very soon.
