Fredericksburg, VA, Free Black Register....

I've posted before on free Tyre/Tyra/Tyree descendents, so I hope you aren't too bored by me here in Afrigeneas land...

Though I have yet to get a copy, I found two extracts on the Historic Court Records Website, Preserved by the city of Fredericksburg, VA 1) my grandfather Samuel Tyree registered in Caroline Co., VA, 13 June 1797 and 2) one that isn't so clear to me: A ceritification of some sort, registration maybe? here's the information:

"Certified that the foregoing is a true copy of the original register of Betsey Tyree which is renewed and Original destroyed according to law -/s/ John L. Pendleton, clerk, Caroline Co. court, 10 May 1852"

"Betsey Tyree a free girl of color, born of free parents, aged about 27 years, light complexion, bushy hair, 5 ft' 1, is registered in Caroline Co."

Noted on the back of the document: "1859 Sep. 27, retd. & copy delivered to Jane Tyree."

Is the said Jane Tyree likely Betsey's mother? And what does this mean? This is only an extract from a database, so when I get the actual copy it might be a little clear...perhaps someone might sum this up for me?
